New technologies are introduced and also new regulations and procedures. The nature of work in the transport field is undergoing a rapid change. The research effort of defining structural changes and the subsequent measures required for promoting positive aspects and avoiding undesirable situations concerning the introduction of new technology on European Union level (particularly in DGVII projects WORKFRET, WORKPORT, THALASSES ACCEPT) is the subject of this paper.
1533 706 - PublicationIl ruolo del porto di Napoli nello sviluppo del traffico merci nel Mediterraneo(EUT Edizioni Università di Trieste, 1998)Montella, BrunoThe transformations in the maritime transportation of goods at a world scale let us foresee a more articulated role of the Mediterranean, as the final destination both of the goods coming from Northern America and going to Europe and the countries of Northern Africa, and of the transhipment operations directed to South. - Eastern Asia and Central and Southern Africa. The development of a fleet of large carriers for containers, with freights leaving from the ports of North - Eastern America and going to Eastern Europe, to the Mediterranean and the Pacific Ocean, will foster the growth of the Mediterranean ports. In this general panorama the port of Naples too will be able to claim a leading role, because of its favorable geographical location as well as of the expected interventions on the portual infrastructures. Such a role will be paramount, the more so if it will be able to supply "complex services", that exploit the polyhedricity of the activities now present in the Neapolitan portual system at their best. In this viewpoint we are going to examine the logistic chain in which the Neapolitan port may be inserted in the light of the competitions and perspectives of the various ports on the Mediterranean.

;Whitening, A. E.Brewer, P. R.This paper examines competition in the UK rail freight industry since privatisation, particularly competition from new 'open access ' operators. The first section of the paper sets out the research context, in terms of the evolution of the privatised freight railway in the UK. The research is set against the background of the economic Theory of Contestable Markets, which suggests that the likelihood of competition depends critically on the strength of barriers to entry into the market. If barriers to entry are high, then market entry strategies must centre on how such barriers can be overcome and the costs incurred in overcoming them. The paper therefore proceeds to identify the key barriers to entry and their significance, using the following approaches: a priori reasoning as to likely barriers in the light of the Theory of Contestable Markets and the inherent nature of rail freight networks and operations; findings from a survey of the UK rail freight industry on perceived entry barriers and likely methods of market entry, undertaken at the time of privatisation; case study analysis of the two UK examples of 'open access' market entry to date, concentrating on the important entry barriers in each case. These two case studies are further developed to examine how barriers to entry were overcome and how successful the entry strategies have proved to be. Similarities and contrasts between the entry strategies of the two 'open access ' operators are emphasised. Synthesis of the findings from these approaches allows some final observations to be made regarding the success or otherwise of UK rail privatisation as a catalyst for competition in the rail freight market, particularly through the emergence of new 'open access ' operators.2204 1074 - PublicationIndicazioni metodologiche per gli studi di fattibilità frelativi a corridoi di trasporto(EUT Edizioni Università di Trieste, 1998)Mazzarino, MarcoThe implementation of the Trans-European Network stresses the need for an evaluation of the feasibility of each TEN corridor and its parts, both from a functional, financial, socio-economic and environment perspectives. General guidelines far approaching such an issue is required. The paper aims at developing a quite general methodology to cope with all the relevant aspects concerning the implementation of a feasibility study for a transport corridor. This methodology takes up either theoretical or practical standpoints in order to integrate them in an integrated scheme. Moreover, some critical issues concerning the use of the generalized cost and the economies of scale are raised.
