Special Economic Zones: elements for the analysis of localization choices at the time of PNRR actions

Abstract
Five years after the approval of the establishing law (2017), the eight SEZs (Special Economic Zones) centered on the ports of the Trans-European Transport Network (TEN-T) in Southern Italy have struggled to produce the hoped-for reversal in economic and productive trends. Recognizing this measure as a strategic element, the National Recovery and Resilience Plan (PNRR) included measures for SEZs: the reform of governance and administrative procedures, and an investment to ensure infrastructure connectivity and address the chronic hinterland infrastructure isolation. However, the choices regarding the spatial distribution of SEZs inconsistently interpret the functional link with the port, which is essential to justify the locational decisions inevitably influenced by distracting factors. The cartographic representation of PNRR interventions on SEZs highlights the critical issues of locational choices, shedding light on the weaknesses and potential associated with positioning and providing evaluation tools to assess the capacity to generate endogenous competitiveness.
A un lustro dall’approvazione della legge istitutiva (2017), otto ZES da imperniare sui porti della rete Transeuropea di trasporto (TEN-T) del Mezzogiorno hanno faticato a generare l’auspicata inversione del processo economico-produttivo. Individuando in questa misura un elemento strategico, il PNRR ha inserito misure per le ZES: la riforma delle procedure di governance e amministrative e un investimento per garantire il collegamento infrastrutturale e risolvere il cronico isolamento infrastrutturale retroportuale. Tuttavia le scelte relative alla distribuzione spaziale della ZES interpretano in maniera non uniforme il nesso funzionale con il porto, da indicare per giustificare la scelta localizzativa sulla quale insistono inevitabilmente fattori distrattivi. La rappresentazione cartografica degli interventi PNRR sulle ZES permette di evidenziare le criticità della scelta localizzativa, dando evidenza agli elementi di debolezza e alle potenzialità legate al posizionamento e fornendo strumenti di valutazione sulla capacità di generare competitività endogena.
