Abstract
The district approach has gained increasing relevance for analyzing and planning local rural and agro-food systems, aligning with the widely shared need to implement territorialized or place-based development policies. In Italy, this approach has been revitalized by recently introduced national and regional regulations, leading to the establishment of food districts, a macro-category encompassing various district typologies. This paper explores the seven recognized rural districts (DIR) of Campania Region, as defined by Decree 54/2020. The objective is to investigate the characteristics, purposes, and spatialization criteria of these emerging local governance spaces, emphasizing distinctive features and critical aspects. To meet this aim, we use a mixed methodology, which combines a context analysis of the designated areas with an examination of the documentation submitted to the Region for recognition, supplemented by information on the districts' websites and social networks.
L’approccio distrettuale ha assunto una crescente rilevanza per l’analisi e la pianificazione dei sistemi rurali e agro-alimentari locali, in relazione all’esigenza, oramai ampiamente condivisa, di implementare politiche di sviluppo territorializzate o place based. In Italia questo approccio ha tratto nuovo impulso dalla normativa recentemente introdotta a scala nazionale e regionale, che ha portato alla nascita dei Distretti del Cibo, macrocategoria a cui afferiscono più tipologie distrettuali. Il presente lavoro prende in esame i sette distretti rurali (DIR) riconosciuti dalla Regione Campania (DRD 54/2020), con l’obiettivo di indagare caratteri, finalità e modalità di spazializzazione di questi nuovi spazi di governance locale, mettendone in luce elementi distintivi e criticità. Si utilizza, a tal fine, una metodologia mista che combina l’analisi di contesto degli ambiti indagati con una disamina della documentazione presentata alla Regione ai fini del riconoscimento (schede e piani di distretto), integrata dalle informazioni rilevabili on line dai siti e social network dei distretti.
