Abstract
This article was written by Giandomenico Picco, who served for almost 20 years as a diplomat in the role of UN Deputy Secretary General, during which time he worked on solutions to contemporary conflicts. One case he considered particularly useful in finding an interpretation of, and an answer to, the question in the title above is the Balkan war of 1991-2001. Behind the “murderous hand of history, the violence of religion and the destructive force of institutions” were the faces and names of individuals, and only they could have committed those acts. That is the point – the real culprit had a simple name: the individual. Which means that the Balkan wars, terrorist atrocities, the current Russian war on Ukraine and the Hamas-Israel conflict are not the fault of history, they are the fault of those who have made certain decisions rather than others. They are individually guilty.
L’autore dell’articolo è Giandomenico Picco, un diplomatico per circa vent’anni nel ruolo di vicesegretario generale dell’ONU (1973-1992), che ha avuto la pos¬sibilità di operare per la soluzione dei conflitti di tale periodo. Un esempio da lui considerato molto efficace per dare un’interpretazione e una risposta ai quesiti sopra richiamati è il caso della guerra dei Balcani del 1991-2001: dietro alla “mano assassina della storia, della violenza della religione e della forza distruttrice delle istituzioni” c’erano solo i volti e i nomi di individui che, soli, potevano commettere quegli atti. Ecco, il vero colpevole che portava un nome semplice: l’individuo. Cioè, le guerre balcaniche, gli atti di terrorismo, e le presenti guerre dell’ invasione della Russia verso l’Ucraina e tra Hamas e Israele, non sono successe per colpa della storia, ma per colpa di coloro che hanno scelto di agire in un certo modo, e non in un altro: sono individualmente colpevoli
