Abstract
The article discusses the extent to which politics can be understood apart from coercion and from a vertical view of power. To this aim, Arendt’s communicative view of empowerment is read against Weber’s distinction between Macht (social power) and Herrschaft (political power). The latter seems to be more conducive to a differentiated picture of politics, where normative recognition and fear of sanction are structurally intertwined.
