Abstract
Perestroika profoundly reconfigured Soviet science and technology. Gorbachev’s “new thinking” dismantled entrenched secrecy, fostering unprecedented international engagement, while glasnost’catalysed internal transformation. Economic decline accelerated change in aerospace, a sector entwined with national security and the military-industrial complex. This study analyses the confrontation between Roald Sagdeev (IKI) and Oleg Baklanov (MOM) to illuminate how reformist and conservative forces shaped both perestroika and the Soviet space programme in the late 1980s.
