Abstract
Lo sviluppo dei GIS, delle mappe informatiche e di strumenti di georeferenziazione
condivisi via web è un fenomeno di notevole importanza nel panorama delle trasformazioni
culturali odierne, le quali riguardano non solo la rappresentazione dello spazio
ma soprattutto la sua interpretazione e il modo in cui viene vissuto e percepito dai suoi
abitanti. Ad uno spazio fisico sempre più frammentato corrisponde uno spazio virtuale
policentrico, costruito a più livelli da utenti che sono sia fruitori che produttori di informazione.
Un esempio di questo processo è il software Google Earth: da un lato esso veicola la
diffusione di una delle infinite, possibili immagini virtuali dello spazio, che nel tempo
è soggetta a venire assimilata e riconosciuta come unica; dall’altro permette agli utenti
di inserire le proprie fotografie, le proprie correzioni didascaliche ed anche commenti e
recensioni. Altro esempio abbastanza diverso è OpenStreetMap, concepito secondo una
logica collettiva sia nella sua costruzione che nel suo utilizzo.
Il Web 2.0, caratterizzato dalla possibilità di interazione e condivisione di input di diversa
natura (testi, immagini, link), può costituire un valido strumento per le Pubbliche
Amministrazioni per la gestione dei processi partecipativi, ma soltanto se l’ente pubblico
riconosce valore giuridico oltre che culturale a tali forme di espressione “dal basso”.
Seguendo l’esempio delle best practices più significative, come il progetto europeo PARTERRE,
è possibile realizzare sistemi complessi integrati di gestione del territorio che
attraverso le applicazioni del Web 2.0 permettano ad una fascia di utenti sempre più
ampia di prendere parte al dibattito e al processo decisionale.
The development of the Geographic Information Systems (GIS), the computer maps
and the georeferencing tools shared on the web are very important events in the global
cultural change today: these are not only about the space’s representation, but also
about its interpretation and the way to be lived and perceived by its own inhabitants.
A more and more fragmented physical space corresponds to a virtual polycentric
space, built at several levels by users who are also, at the same time, producers of
information.An example of this process is the software Google Earth: on the one hand it diffuses
one of the infinite possible virtual images of the space, that everybody recognizes in the
long time as the only one; on the other hand it allow to public their own photos, their
correction, comments and reviews. Another example, quite different, is OpenStreetMap,
conceived according to a collective logic, in the construction and in its use.
The applications of Web 2.0 allow interaction and sharing of many types of input
(text, picture, link), and can become an important tool for public authorities, to manage
participative process, but only if they recognize legal value along with cultural
value to these “bottom – up” expressions.
Following the best practices’ example, like the PARTERRE European project, it can
realize complex integrate systems to the territorial management, that allow more and
more users to participate in decision making.
