    Poliarchie/Polyarchies volume 5 n. 1/2022
(EUT Edizioni Università di Trieste, 2022)
Poliarchie/Polyarchies is multi-disciplinary journal which aims at promoting the encounter of the social sciences and humanities, ranging from sociology and political science to history, economics, law and philosophy. The analysis of political and social change can indeed be investigated from different perspectives and with the help of a variety of methodological tools. Poliarche/Polyarchies embraces a range of contemporary issues: processes of supranational integration and democratization in the world; the transformation of contemporary societies under the pressure of immigration and environmental challenges; the crises of “electoral democracy” in Europe and the development of a deliberative model of democracy; the potential “clash of civilizations” and socio-religious conflict; the resurgence of nationalisms and micro-regionalism in Europe and in the world; the integration of policy processes into networks and of communities into new frameworks and governance systems. The journal has an anonymous referee system and two issues per year are expected.

On March 15, 2022, the students of the Department of Political and Social Sciences of the University of Trieste, coordinated by Eleonora Fioravanti and Davide Rotondaro, organized a discussion meeting on the Russian-Ukrainian conflict and its repercussions on Europe, attended by Giulia Caccamo, historian of international relations, Giuseppe Ieraci, political scientist, and Cesare La Mantia, historian of Eastern Europe. This Forum presents the transcript of the questions posed by the two editors and other students to the three scholars and their answers. We wanted to keep the original format of the debate – apart from the necessary editorial interventions - and the reader, therefore, should consider that the most recent developments of the war may not be included.]

Il liberalismo e il mercato. Hegel e il diritto signorile durante la censura prussiana
    (2022)
    Menichetti, Franca
The article addresses the issue of the impact in continental Europe of the English liberal doctrine, closely linked to market and competition. In particular, it examines the positions of Hegel, Marx, Jevons and Pareto with respect to Mandeville’s idea that the majority of the population should have been formed by the hard-working poor. Hegel’s perspective is grafted onto this reflection, which considers bourgeois civil society, founded on the principle of the market, to be detrimental to the principles that found a state. Furthermore, for Hegel, a society in which the needs of the individual multiply, and consequently the work necessary to satisfy them multiplies, is sick at the root because the worker satisfies his needs to a minimum extent and is destined instead to satisfy in large measure the needs of others.

Il disegno istituzionale in venti microstati. Ruoli di autorità, risorse procedurali e arene del confronto
(EUT Edizioni Università di Trieste, 2022)

    Lo Verde, Giuseppe
The institutional design of democratic regimes has attracted much attention from a legal and political perspective, because it affects the actual distribution of power among political actors and the effectiveness of their decisions. Based on a classification of the democratic institutional design which focuses particularly on the triangular interactions among Presidents (or Heads of State), Governments, and Parliaments (Ieraci 2003, 2021b), this research note similarly tackles the institutional design of twenty microstates. In the adopted perspective, the institutional design of democracy consists of the institutional roles of authority, procedural resources attached to them and arenas of confrontation among the roles. A measurement of the powers of the authority roles in these microstates is provided, together with an evaluation of the institutional equilibria.

I giovani e la disinformazione nel Nord-Est italiano. Un’indagine su cause e conseguenze

Our work intends to examine the causes and consequences of misinformation among the young citizens of North-Eastern Italy (Triveneto), in particular with reference to (national and European) institutions, immigration, and opinions about the management of the health crisis generated by Coronavirus, the measures adopted by public authorities and the validity of the anti-Covid vaccines. This study will be done through the analysis of the data collected through a survey that we administered, with the collaboration of the research company SWG, to a sample of young people (18-35 years) living in the Triveneto area in November 2021, a period in which this area - and the region Friuli Venezia Giulia in particular - were at the heart of the public debate and the demonstrations related to vaccines and to the mandatory vaccination certificate.
