Abstract
In the new millennium, the suggestions of the sustainability paradigm and the acknowledgment of diseconomies, so cial inequities, and environmental problems of the Italian metropolitan contexts are turning the spotlight on multiple small realities of the dense Italian settlement fabric. These are in turn transforming into open and inclusive communi ties that, instead of closing themselves in, are capable of looking with hope beyond decline, thus their changing path and organising in dynamic forms of solidarity. This is the case of the “Comuni Virtuosi” Association, founded in 2005 on initiative of the municipalities of Monsano (AN), Colorno (PR), Vezzano Ligure (SP) and Melpignano (LE), and which is now joined by 137 Italian municipalities. With the use of cartographic tools, this contribution analyses the regional distribution of these territorial systems and their main socioeconomic characteristics. In particular, the paper identifies, amongst the associated municipalities of “Comuni Virtuosi” those best practices that have started a solid, bot tom-up development perspective, based on their own 'raw materials', represented not only by the environmental and cultural resources, but also by a series of intangible sedi ments whose valorisation is carried through shared actions and projects, aimed at creating/consolidating both the pro pensity for local-scale cooperation and, above all, participa tion to numerous national and international networks.
Nel nuovo millennio, le suggestioni del paradigma della so stenibilità e la presa di coscienza delle diseconomie, iniqui tà sociali e problematiche ambientali presenti nei contesti metropolitani del Paese accendono i riflettori su moltepli ci piccole realtà del fitto tessuto insediativo italiano che si stanno trasformando in comunità capaci di non ripiegarsi su sé stesse, ma di aprirsi, di includere, di guardare con speran za oltre il declino cambiando rotta e organizzandosi in forme solidaristiche dinamiche. È questo il caso dell’associazione “Comuni Virtuosi”, nata nel 2005 su iniziativa delle munici palità di Monsano (AN), Colorno (PR), Vezzano Ligure (SP) e Melpignano (LE) a cui oggi aderiscono 137 comuni italiani. Il presente contributo, attraverso l’ausilio degli strumenti cartografici intende analizzare la distribuzione regionale di tali sistemi territoriali e le loro principali caratteristiche so cio-economiche, individuando all’interno dei comuni asso ciati quelle best practices che hanno inaugurato una solida prospettiva di sviluppo bottom-up, basata sulle proprie “ma terie prime”, rappresentate non solo dalle risorse ambientali e culturali, ma anche da una serie di sedimenti immateriali da mettere a valore attraverso azioni e progetti condivisi vol ti a creare/consolidare non solo la propensione alla coope razione su scala locale, ma anche e soprattutto la partecipa zione a numerose reti nazionali ed internazionali.
